The A1 “Terrier” class was designed by William Stroudley and built between 1872 and 1880, becoming one of the most successful small locomotives of its era. Despite their compact size, these engines were known for their excellent acceleration and reliability, making them ideal for dense suburban services around London and branch line operations. A total of 50 locomotives were built, with several later rebuilt into A1X variants for extended service life.

Locomotive No. 55/655 “Stepney” became one of the most famous members of the class, surviving into preservation and becoming the first standard gauge locomotive on the Bluebell Railway. The class as a whole remained in service for over 80 years, with the last examples withdrawn in the early 1960s.
